Ian Cole is Professor of Housing Studies and a Principal Research Fellow in the Centre for Regional Economic and Social Research (CRESR) at Sheffield Hallam University. He has extensive experience of research, teaching and writing in the field of housing and regeneration policy and practice. He has directed research projects for the Department of Work and Pensions (DWP), the Department for Communities and Local Government (DCLG), Joseph Rowntree Foundation (JRF), regional bodies, local authorities and housing associations.

Professor Cole has recently directed and completed a major evaluation for DWP of reforms to Local Housing Allowances (Housing Benefit) in the private rented sector in the United Kingdom. The research team also involved Professor Christina Beatty and other colleagues from CRESR, Professor Peter Kemp from the Institute of Social Policy at the University of Oxford, senior colleagues at the Institute of Fiscal Studies and Ipsos MORI.

Professor Cole has been appointed as special adviser to the three House of Commons Select Committee inquiries on the impact of regeneration, low housing demand, and the role of Housing Market Renewal Pathfinders. He also chaired a Ministerial Advisory Panel on the future of regulation in the social housing sector, resulting in the publication of the Cole report (2009). He was the independent chair to the Investment and Involvement Commission set up by Rochdale MBC, which led to the creation of the largest mutual co-owned housing organisation in the country, Rochdale Boroughwide Housing, in 2012.

Professor Cole has been a member of the Economic and Social Research Council (ESRC) Board of Examiners in Town Planning and of the JRF Housing and Neighbourhoods Research Committee.

  • the development and future direction of the social housing sector in Britain
  • welfare reform and the private rented sector.
